Can someone explain how subpoena power works and eminent domain

Can someone help explain how they would extract any information they have with the legislation that would have gotten through if it wasn’t gutted by the Intelligence community.

I was trying to explain to this person who thinks we couldn’t have gotten the evidence this way.
