Can someone explain who has the power to actually declassify something like a high quality video?

Apologies if this has been asked before (feel free to comment with a link).

Aside from the title, I’m having trouble wrapping my head around who (administratively) has the authority to do that.

I know the President and presumably “the DoD and intelligence community” can do that.

But, presumably there’s a department or body who has the final say in classifications. So if one component of the DoD misclassified their own records, presumably there’s another that can adjust that classification.

Can anyone illuminate this?
