Confused About the CIA 1997 article.

Hello all. I am just wondering I heard the CIA changed their mind about the 1997 article about using UFOs as a cover story?

I heard I wanna say James fox mentioned it but now I am not to sure this could all be false memory.

Did the CIA come clean and say that the 1997 article was false and they didn’t know what where 40% of the UFO reports

Or is the article true in 1997 they used the ufo cover story to explain the U-2 and sr71 black bird?

I am so confused I thought they said yeah we used the UFO story to explain the U-2 and sr71black and then I thought there was a document saying that was also false saying the CIA didn’t know what those ufo reports were?
