If they came up with a bill tomorrow that was basically if you lie about uap after. A certain date you would be fined a percentage of your net worth/income at the time and jailed for x years, would that be enough to scare people to come forward?

I’m not saying it’s a perfect solution but let’s say that was a law and after the year pass if its found they are real and people have been lying about it they would be done. Yeah some would easily dodge this but not everyone would be able to or at least a few would be scared enough. We could even throw a money reward in there as the carrot and if you confirm anyone was lying you also get their fine amount as like a bounty. If you come forward you’re clear of prosecution as well
