In December 2023 President Biden signed into law FY2024 NDAA that includes a section which denies any funding (direct or indirect) for any UFO reverse engineering programs unless properly reported to Congress.

Section 1687 (pages 489-490 of H.R. 2670): LIMITATION ON THE USE OF FUNDS FOR CERTAIN UNREPORTED PROGRAMS. This section denies funding for Department of Defense special access programs “involving” UAP “unless the Secretary of Defense has provided the details of the activity to the appropriate congressional committees and congressional leadership…”

It also states that such research is not allowable as “indirect expenses” under “independent research and development” funding, “unless such material and information is made available [to] the appropriate congressional committees and congressional leadership.”

This is a very important piece of legislation that flew under the radar. While the UAPDA gutting was terrible, there were some important provisions in the NDAA that stayed intact. This is one of them.

This means these secret legacy programs can’t survive any more on shady backchannel funding using “indirect expenses”. POTUS is about to bleed them dry unless they come out into the sun.
