Let’s make a few (very big) assumptions:
1) That intelligent life exists outside of the Earth.
2) That that life has the technology to transport itself or a proxy to Earth.
3) That it would choose to do so.
The question then becomes: Why?
Obviously not to conquer. If that were the case, we’d have been wiped out ages ago. Anyone with space travel technology “has the high ground” as Obi would say.
Research? That can be accomplished without contact, from a distance and without us noticing. No one doing research would fly loops around NYC or barnstorm a Kentucky farmer. So, either those reports aren’t real, or research is not a reason to come.
Diplomacy? This requires contact and there’s no reason to assume it would be secretive. But, if it were secretive, then there would be no reason for the multitude of sightings.
Exploitation? There’s literally nothing we have here that can’t be obtained or created cheaper and easier using better technology.
So, in short, why would we assume that something weird that someone sees is necessarily an alien intelligence doing something unintelligent? As opposed to a non-intelligent phenomena which does not need a motive to explain its behavior
