Looking for a Kirkpatrick(?) quote, something about how “nobody wants the full might of the intelligence community focused on their backyard” in reference to civilian ufo sightings

I’ve looked in the transcript of his testimony to Gillibrand, and his press conference with Moultrie.

I’ve been thinking about it because one of the most common places to see a UFO is out back of your home. I know Kirkpatrick uses “backyard” to mean “on USA territory” but in the context I’m (mis)remembering it, he was talking about investigating an individual sighting.

Does anyone else remember this or am I inventing it?
