Luis Elizondo rank

Hello! I was searching on the internet about Luis Elizondo biography, where I found that he was in the army and was the director of the AATIP. I suppose he had a high rank, but I couldn’t find which one. Here in Italy they call him general Elizondo, but I am not sure that he was a general. Do anyone have better information about that? Thank you
