NROL-22 doesn’t have optical payload since it is a signal intelligence satellite. Each satellite has its own purpose and its bus is developed accordingly. You have to be very efficient and pragmatic when it comes to SATS (even in 2006) It follows Molniya orbit, it spends most of its time in northern hemisphere. It was designed to work as a spy SAT over China and Russia (and thus this orbit). After Russia/China it spends most of its time over NA, where it probably transmits data to groundbase in Colorado (not confirmed). Too many assumptions are being made and not enough research.
