President Reagan: I learned that our shuttle capacity is such we could orbit 300 people

President Ronald Reagan’s June, 11 1985 entry says this:

“Lunch was with 5 top space scientists. It was fascinating. Space truly is the last frontier and some of the developments there in astronomy etc. are like science fiction except they are real. I learned that our shuttle capacity is such we could orbit 300 people.”

The most NASA could ever launch into space was a crew of eight. This was nearly 40 years ago.

Could he be referring to the conventional space program from that era? I don’t see how, but I am open to changing my mind with convincing facts and evidence. What do you think?
