Strange moving lights

Saw these strange lights in the sky while I was driving. I thought it was just a helicopter especially since a few cops with lights and sirens would pass by quickly after. However the way the lights or helicopters were moving seemed a little strange. Don’t know if I’m overreacting or if I should post this on a different subreddit, but let me know your guys thoughts.
