Strange video from NASA

This video was found in a FOIA request to NASA regarding UAP, the video was titled “NASA Starcruiser”

I haven’t seen this video ever be discussed or analyzed so I was very curious as to if anyone here has seen it, it may be common and i’m just late to the game. No clue what I’m looking at in regards to the video but I do find it pretty spooky, and there is a hint of excitement or astonishment in the voices in the video.
