The Five Eyes intelligence alliance—comprised of the United States, the United Kingdom, Canada, Australia, and New Zealand—was created for security cooperation. However, evidence now suggests that this partnership has been used as a vehicle for foreign influence in American elections. Intelligence-sharing agreements are allowing foreign nations to collect data on U.S. citizens and political actors, shaping public discourse in ways that benefit external interests.

This is a violation of American sovereignty. If U.S. intelligence agencies cannot legally collect certain information on political groups or individuals, they should not be able to circumvent those restrictions by relying on allied intelligence agencies to do it for them. Such practices erode trust in our electoral system and create opportunities for covert election manipulation.

Congress must take immediate steps to review and reform Five Eyes intelligence-sharing policies to ensure that no foreign nation—ally or otherwise—is permitted to exert undue influence over American elections. The American people have the right to elect their leaders free from external interference.
