When did Tim Burchett first mention his amendment publicly?

I was really surprised to learn about Tim Burchett’s napkin style amendment at the last minute as somewhat of a conflict to Schumer’s much more elaborate and well-thought-out bill. It almost made me wonder a bit if he was keeping it a secret because he knew it wasn’t very good? I thought I watched pretty much all of his interviews and he never mentioned this amendment that I heard. Does anybody have an example of him pushing for this amendment before it was abruptly announced, just as the NDAA conference was winding down? Everyone here seemed surprised by it just as I was.
