Part 1 of 2 Hello everyone, its u/PsiloCyan95 again, with the first part of my look into various contactors. The start of this is going to be a focus on JT4. If you read my first post about this earlier, then continue on. If not, here is the link to the OG post, to give you some clarity.

Moving on….

What is JT4? JT4 is a joint venture project LLC, created and operated by two companies who have had alot of mentions in “UFO lore.” The two companies? E.G.,&G, and Raytheon. More on those another time.

The company, as you (hopefully) read was rebranded from the previous name of JT3 after gaining a “T1” for winning the 2018 J-Tech II (Joint Range Technical Services 2.0) contract. Just to clarify some confusion if you look at the site, the company rebranded in 2015 as JT4 in order to compete for the new JTech II contract that was awarded in 2018. This then made the official name Joint Test, Tactics, Training, and Technology. Technology being the new “T.”

JT4 by their own definition has a mission to “Partner with our customers to develop and maintain integrated test and training range environments by providing highly skilled scientific, engineering, technical, and support personnel. We prepare our nation’s Warfighters for the missions of today while building new capabilities to meet the global challenges of tomorrow. “

“JT4 helps the U.S. Air Force, Space Force and Navy to improve effectiveness while generating substantial cost avoidances and achieving exceptional performance. When we look at that statement as a whole, it seem pretty self evident that JT4 is tasked and responsible for providing the MIC with the “best and brightest” in order to solve their scientific problems, as well as provide all encompassing support for the warfighting domains of their respective MIC sections. If you have’nt guessed by now, JT4 is (partially) responsible for handling the planning, building, and maintaining (providing staff, management solutions, etc. etc.) of the various test ranges that they are tasked with.

Where does JT4 operate in a contractual capacity?

Understanding where JT4 operates is also important in tracking down other corporations that may be involved. Considering that JT4 is a JOINT venture project between E.G.,&G and Raytheon, it will be telling to see what other corporations and companies operate in the same areas as JT4.

I want to straight out say that this one intrigues me the most, specifically because they only support one wing in Edwards, however in all of the other bases they operate out of its a multifaceted, multiagency support.

The AFTC is responsible for conducting and analyzing data from ground and flight tests of aircraft, weapons systems and other modeling and simulation software for the U.S. Air Force.

JT4’s high-performing team of engineering, technical professionals and support personnel provide critical flight test functions and capabilities while also applying innovative and cost saving solutions for the 412th Test Wing. Many high paying contracts have been awarded to JT4 in regards to EAFB. I wont focus on the specific contracts in any of these, but here is the info for those that want to look into it before I do a specific dive into following the money. The contracts vary from 50K for “custodial services,” to a $763 million dollar contract (within the first four pages) to “PROVIDE A FOUNDATION, IN SUPPORT OF F-35 DEVELOPMENTAL FLIGHT TEST AT EDWARDS AIR FORCE BASE, NAVAL AIR STATION PATUXENT RIVER, AND F-35 DEVELOPMENTAL LABORATORY FACILITIES.”

Something talked about a TON, is the FACT that contracting companies have consistently been found to overcharge for everything in attempts to “get the most bang for buck.” However, I want to add a little thought on this. Secretive SAPs and such require funding. We already have “confirmation,” that these SAPs have the structure set up in order to receive that funding. I’m willing to bet that part of where we are going to find this financial backing is from us. The taxpayers. We’re going to find that part of the money is in the form of overpriced contracts for seemingly mundane reasons, that then get funneled and for all intents laundered. Again, though, that’s for another time.

JT4 supports SPECIFICALLY the 412th test wing in designing, researching, creating, testing, and the actuating of new advances in technology and weaponry.

Location: Nellis Testing range/ AFB. This one itself doesnt have a location per se. This specific area that JT4 operates is in all actuality the “home base” of JT4. Its one of the two determined sections of the Nellis testing range. Funnily enough, its the portion encompassing S-4.

JT4’s mission at NTTR is to provide quality test and training and support to DoD agencies such as the U.S. Air Force, Army and Navy in mimicking threats and conditions our forces may face during conflicts throughout the world in defense of our country. This effort requires dedicated professional skills and expertise throughout our expansive workforce. As the technical services support contractor for the NTTR, we are dedicated to providing the best value in services to our customer. In a nutshell they OPERATE that section of Nellis (Area 51) entirely. Within the scope of their responsibilities here it seems that this is where all other operations come out of. That would track seeing as JT3 (pre-JT4) has their home in Las Vegas. After the rebranding, they decided to stay there and reapply for their contractor ID number in Las Vegas, where it has been ever since. While taking into account Bob Lazar (wont get into him until E.G.,&G.) and many of the other oddities suerrounding Nellis, its probably safe to say, the enchilada or at least many of the brains behind the enchiladas, are there.

“The NTTR, headquartered at Nellis AFB near North Las Vegas, Nevada, encompasses America’s largest and most sophisticated range battlespace for testing and training of U.S. military and coalition forces. The range is designated as a Major Range and Test Facility Base, and it occupies 2.9 million acres of ground space and approximately 7,000 square miles of Military Operating Area airspace, some of which is shared with civilian aircraft, while 5,000 square miles is solely dedicated to military operations. The NTTR is larger than the state of Delaware and Rhode Island combined by almost 400,000 acres. JT4 employees supporting the NTTR may be stationed in various locations. Employees, who do not live in the nearest cities to their location, travel to these remote sites on a regular basis.”

It’s not a small thing to essentially OWN half of “Americas largest and most sophisticated range battlespace.” If that doesn’t scream by now “WE GOT THE COOL SHIT!” IDK what does. So many highly secretive projects have been borne and completed through Nellis. Looking through the contracts quickly, we see that in regard to Nellis, they are awarded upwards of $90 million multiple times for “Construction Contracts.” Not that in and of itself that’s anything, just be aware the size of contracts they’re getting for “sweeping floors,” or “building buildings.”

This one hit home, as I had an experience by Nellis as I Drove through past Ely. Throughout current UFO history Nellis and area 51 Groom Lake, are by far the most talked about. Again, something to it if not only are you the company in charge of Area 51, you’re also the company in charge of EVERYTHING. From the looks of things, it seems like JT4 has “control” of one half and the MIC had control of the other. Possibly to allow for the collaboration but compartmentalization away from the MIC proper.

Location: 210 Falcon Pkwy Ste 2104, Colorado Springs, CO 80912 The complex (NSTT) is part of Shriever Space Force base in Colorado Springs, Colorado.

“JT4 has a unique opportunity to work side-by-side with the 25th Space Range Squadron (25 SRS) located at Schriever Space Force Base, Colorado, where we support the National Space Test and Training Complex (NSTTC) and the United States Space Force (USSF). We develop space range environments that assist our Warfighters in developing their capabilities and mission effectiveness in a safe training environment. Space capabilities are continuously evolving, requiring our team to seek improvements in our capabilities and procedures to ensure the U.S. remains relevant when preparing to fight in the space domain.

The JT4 team supporting the NSTTC is responsible for planning, scheduling, integrating, maintaining and operating the range in a safe and secure manner. NSTTC operations require the development of target and threat models and simulations. JT4 also helps enable NSTTC to provide its customer base with an environment in which they can train and exercise operational systems, as well as develop capabilities to test new or improved space control technologies.”

What seems to stick out to me is when I read this, I had an image from The Amazing Spider Man. Its the part when they’re testing the glider and the Goblin suit, and there’s all these military personnel, but there’s also these scientists in the background recording and monitoring the situation. We see this scene in a million ways. What this says to me is that the guys all around in lab coats ARE the JT4 employees. At least some of them in some instances. The true depth of their involvement has yet to be determined. I personally really like that they mention Space. This takes the entire operation from retrieval to pursuit. Or at least it amplifies the level of domain that JT4 is now a part of. They’re the ones “finding solutions” in space. With everything going on, my thought is WHAT THE FUCK?

Another thing to note is that the NSTT facility is the ONLY U.S. Space Force cooperative with JT4. However it seems as if they provide fairly technologically capable solutions for them.

“The JT4 Team supports the NSTTC mission by providing a tailorable space warfare range to develop lethal, agile and resilient joint Warfighters. Breaking this down further, the NSTTC provides three range components to our customers:

An open-air range – Satellite bandwidth that is provided 24/7/365 and managed by the Space Range Operations Center (SROC), which provides range control and data collection Deployable range suites – Technology that can establish a safe space range at any location around the world Range Closed-Loop Environment (RCLE) – A transportable platform with configurable instrumentation that provides feedback on effectiveness of customer proficiencies, systems performance and procedures”

These specific operational parameters seem to be directly in response to a general complaint over the “3Space Treaty,” by USSF Maj General Shawn Bratton. His vision for this NSTTC range was to provide a training range for the space force much as we have ranges for the other forces of the MIC. He wanted a “live fire” facility that extended into orbit. The “Space Treaty” forbids the weaponization and claiming of space by any nation (interestingly making it International Waters) and this was a barrier that the USSF needed to get around. Seems as if JT4 was the solution for this.

I haven’t really been able to find out the specific contracts that JT4 has with the Space Force. Although judging by the initial startup costs for JT4, I’m sure service contracts would be in the high $100 Millions per research and framework contract.

I would love to learn more about contractors cooperating with the USSF. This sixth branch of the MIC was officially created by former president Donald Trump. The facts are that in some way or another Trump has had information regarding the existence of NHI. With that in mind, anything involving these contractors and the USSF is something of import. The primary purpose here seems to be dedicated support of a space centric warzone, and then the observing, reporting, and bettering of those systems. Once again, I have the “scientist in a lab coat” feeling. Except this time, in space. quite literally maybe? (See: Deployable range suites)
