Help me wrap my mind around what Jacques Vallée is talking about here.

I just got done watching Jacques Vallée’s Ted Talk: (35) TEDxBrussels – Jacques Vallée – A Theory of Everything (else)… – YouTube

He talks about the physics of information and consciousness being a facilitator (or container?) of information throughout the universe. I find this interesting in the context of other people like Gary Nolan alluding to the phenomenon not being ET, but something more beyond our current physics and perhaps even spiritual in a sense.

If I am understanding Jacques right, he is touching upon a larger system/network in which consciousness plays a big role and that our reality/experiences are only a small subset?

Is he also implying that the core of reality/theory of everything has more to do with information than what is more commonly discussed in the energy of physics?

I thought his point on everything being created moment to moment interesting but not clear on what that means in the bigger picture.
