What if the Phenomenon is the Program?

We assume that the program is some breakaway civilization of humans in the know, and presuming its existence, the program would have to involve some humans in the know. But what if the program is controlled and partially composed by the phenomenon? What if these entities have infiltrated the deepest parts of government and used their higher reasoning capacity to carefully control the flow of information as an extra layer of security in concealing their existence and furthering their motives?

If the phenomenon were interested in concealing itself, it would establish all sorts of measures intended to confuse and obscure its existence. Some of those could involve making their crafts invisible and impossible to record and even creating confusing and inconsistent scenarios that muck up the popular imagination regarding the appearance of anything supra-normal.

But assuming that its means are technical, there is probably some failure rate, which the phenomenon would have to deal with.

To combat that, it would need to act on the ground in dealing with and intimidating witnesses, preventing media outlets from publishing certain bits of information, and using a wide array of systems and structures to stamp out any confirmatory evidence. It also wants to evade elected officials’ notice and stay in power. What better way to do this than to be in government and particularly part of the defense establishment, the technocracy, rather than infiltrating the political class, which comes and goes?

This is just a thought to explain the absolutely effective way in which this supposed program flawlessly conceals itself.
