This objective of this post is to generate discussion of the claim by a former Area 51 special projects director that the majority of UAP encountered are US advanced radar spoofing technology (not off world or foreign technology). In other words, is the US military testing advanced warfare technology against its own forces?

Rys’s source is his interview (second video) with Mr. Barnes. Barnes said he believed 95% of all UAPs are mostly US Navy and are US highly computerized, electronic warfare (EW) radar-spoofing technology, designed to fool enemy radar systems with false and deceptively moving targets. Dr. Knuth challenged Mr Barnes assertions and cited the potential aviation hazards of spurious, no-notice, EW spoofing on tactical aircraft and crews, regardless of whether they are engaged in exercises or real-world operations.
In the second video starting at 12:53, Barnes elaborates on his contention that the UAPs “absolutely” are US spoofing technology. Barnes claims the Navy is the only Service reporting UAPs and has been involved in EW and Electronic Countermeasures (ECM) operations for more that fifty years exploiting R&D programs such as Project PALLADIUM and more recently, NEMESIS (both programs are summarized below). Rys added that advances in spoofing technology such as software defined radio and software defined signal processing enable spoofing. Lastly, Barnes said the Pentagon was embarrassed the Navy videos were released but they won’t acknowledge them since they are part of a classified program.
