Strange Lights

I live in a densely populated neighborhood in San Diego and last night I was looking up in my neighborhood around 7pm PST and I noticed the blinking lights above. I stood outside for at least 10 minutes watching them and then they stopped.

There was also a blue orb in the sky that was glowing with it.

After the lights stopped blinking, I noticed them starting to move quickly and in a spiraling motion. I’ve never seen this before in my area especially with all of the light pollution we have.

SD is widely known for having military exercises. I don’t think these are related. There was no sound in the video either.

Any insight on what this could be? TYIA!
