Explain KONA BLUE to me like I was a 6th Grader

No, seriously, I am reading this KONA BLUE report and I am not entirely sure what I am looking at. In the first file provided by AARO, they say that the project was not funded. But then in the budget here it seems like at least 20 million were assigned to this? So much of this echoes things that Grusch said, but I am really not sure what it is all actually about.
