Trying to find source debunking this video https://www.instagram.com/p/C6yucRcys8a/ as spotlights from a music festival. Apparently it was filmed in earlier this month in Buenos Aires. Extremely confident it is in fact spotlights, and some people are commenting that it was already debunked as a music festival- curious if anyone has sources.
