I am almost certain this idea has been presented at some point before but please allow me the chance to propose it if it has not. I have always assumed that the object(s) underneath the whitewater that the tic-tac was hovering over was somehow part of the tic-tac apparatus. Here is my wild speculation: Perhaps the tic-tac was in the process of refueling and the object underneath the whitewater was a US military mechanism that “takes down” UAP. So what Fravor and the other pilots saw was actually the US military attempting to take down the tic-tac and the erratic motion was the tic-tac exhibiting maneuvers thrashing about, trying to escape. Once the object underneath the water noticed US aircraft, it “let the tic tac go” so the US didn’t have to explain what it was doing.
Agreed there are a lot of underlying assumptions here and this, of course, is strictly speculation. But if the US does routinely “take down” UAP, I would imagine a great amount of this activity occurs in the oceans.
