Article 3 of the nuclear arms treaty with Russia as it’s mentioned in the hearing

[When watching the hearing, at 2:10:00] I was intrigued when congresswoman Luna agreed with Grusch that uaps were mentioned specifically in article three of the nuclear arms treaty with Russia.
