Can someone explain to me what is basically happening ?

Hey guys, so i am from France, but i am wondering what is happening in congress with that amendment that is supposed to change a lot of things ?

Can someone explain briefly what this amendment is about and where are we to get it activated ? I heard it wasn’t gonna make it, then i heard it actually would.

I’m a bit lost.
