Could the reason NHI order a no-contact rule with Humanity be because they need humans to remain on Earth, focusing on technological advancements for the betterment of the universe?

Is it possible they’ve seen other civilizations halt their collective progress after discovering FTL travel/NHI, as the majority abandon global development in favor of space exploration?

Maybe once a civilization discovers the ability to venture out, their planetary population drastically decreases permanently. Maybe the population on these planets across the universe average only a few million; resulting in the slowing or halting of much needed universal advancements.

This would explain why they haven’t made contact and why the government would hide NHI or antigravity technology. If we all were given FTL travel in the 50s would we have still discovered and invented the things we have since then? Could that be the case for NHI?
