I’m not a lawyer, but I did try to read the full NDAA subsection C text. From my understanding, within 60 days government agencies will be required to start the collection of UAP records which will be turned over to the National Archives after 180 days. The National Archives will collect the records and make them available to the public after 300 days. Some documents are qualified to be postponed for disclosure when it pertains to national security. The president can also pull documents deemed too risky for release. The maximum time a document can be kept from being disclosed is 25 years after it’s creation. Oversight of the process is a bunch of military and intelligence commitees in the house and senate.
Things that were left out: the presidential review board, any mention of non-human intelligence, and eminent domain.
