After leaving the Air Force in 1972, he [Bob Oechsler] returned to the University of Maryland, then in 1974, began to work at NASA’s Goddard Space Flight Center in Greenbelt, Maryland, as a specialist in Missions Technical Analysis.

One evening in January 1990, following his trip to the bunker like building, Bob Oechsler was invited to visit an interesting North American Aerospace Defense Command (NORAD) installation in the Gulf of Mexico.

Our group was the first to land. The two fellows who had come with us were immediately whisked off down a corridor and we didn’t see them again. We went through a hatchway with NORAD written in black, on white. Inside, we went down a corridor, passed to the left, went down a ladderway and on to a mezzanine level where you could look out over what looked like a very typical control room, not unlike the facilities at Johnson, really—a series of consoles. Everyone was dressed in black pants, a white shirt, and black tie, and some even had black jackets.
There was an enormous screen that was many times the size of a normal cinema screen, and curved. It had a three-dimensional quality to it with a great deal of depth, so that in effect you could see up-range. They had it on what I estimate would be a thirty-five-degree angle. We were looking at a quadrant of the United States, which included the lower Gulf, Florida, Alabama, Mississippi, and on up to about halfway up the States. I would say it covered roughly a third or fourth of the southeastern quadrant of the United States.
It had altitude to it as well, and the entire area was covered with a grid that was moving: It appeared to float. On the grid was a “vortex” area, with a sort of “weakening” area to it, in the general area of Keesler Air Force Base, Mississippi. And it was in that area that I noticed a series of blips on the top of the screen that moved laterally to the left. There were five, as I recall, and all of them slipped down through this vortex, and they were labeled, like a typical radar screen where blips usually designate aircraft. In fact, there was ground movement as well, that was also coded and numbered. But these particular ones that were up top were all labeled ASC. They didn’t have any specific numbers—just ASC.
I overheard someone say, “Alternative Space Craft.” And they came down and spread out—all five of them. Two immediately went off the screen to the northwest and one came around the Gulf “horn,” meaning to the east, and then down to the south, almost as if they were following the shoreline.

The implications of the scenario described by Bob Oechsler are that NORAD keeps regular track of extraterrestrial, intelligently controlled vehicles, designated as “Alternative Space Craft” (ASC), and that these are clearly differentiated from more prosaic unidentified flying objects. NORAD has never denied that it tracks thousands of objects each day with the Space Detection and Tracking System (SPADATS) and the Naval Space Surveillance System (NAVSPASUR), and acknowledges that a certain percentage relate to “uncorrelated observations.”

A possible clue to what the “vortex” and “weakening” are, can be found in the book Our Haunted Planet by researcher John Keel. Notice he mentions the Mississippi Valley, and the “Vortex” mentioned by Oechsler, was near Mississippi:
The activities of these parahumans are largely confined to specific areas of this planet, where they appear and reappear century after century. The angels keep their ancient places,’ poet Francis Thompson wrote. Thus there are many ‘haunted’ places all over the world, shunned by ancient man or made sacred by him. These are precise geographical locations, and anyone digging into the history and lore of such locations will find thousands of accounts of ghosts, demons, monsters, and flying saucers pinpointed within a few square miles and covering a thousand years or more of time. To UFO cults such places are Windows: entry points for spaceships from some distant planet. Occultists teach that these are Gateways: weak spots in the Earth’s etheric envelope through which beings from other space-time continuums seep through into our reality.
Sussex County in England is one Gateway, as are the Mississippi Valley, the Ohio Valley, and parts of our western states, such as the area around Prescott, Arizona. There are literally thousands of these weak spots all over our planet. Paranormal and supernatural activities in these areas seem to be controlled by complicated cyclic factors. Periodically, all hell breaks loose in all these places simultaneously, and then we have a flap, or wave, of UFO sightings, apparitions, poltergeists, sudden inexplicable disappearances of animals and human beings, mysterious fires, and even a form of mass madness.
Researchers are only now beginning to untangle the cycles involved. For some unknown reason a high proportion of all these activities seems to occur on Wednesday and on the twenty-fourth of the month. This has been a stable factor throughout history. The biblical prophet Zachariah reported (Zachariah 1:7) an angelic visitation ‘Upon the four and twentieth day of the eleventh month’, circa 520 b.c. The most famous flying saucer sighting of modem times, that of private pilot Kenneth Arnold near Mount Ranier in Washington, occurred on June 24, 1947. Note that many of the events discussed throughout this book took place on the twenty fourth of the month.
