On Page 37 it mentions Dr. Tara O‘Toole under „Component SAP Representatives“.

I found a Wikipedia Article about her and it sound quite interesting. She worked on Biosecurity. And what also stands out is:

„From 1993 to 1997, she served as the Assistant Secretary for Environment Safety and Health in the DEPARTMENT OF ENERGY.“
