Question about the Schumer amendment

Chuck Schumer, the leading democrat in the senate proposed this amendment and he’s the highest paid lockheed official, this seems to go against the methos that current republicans trying to block the bill, are only doing so due to large aerospace backers. Any explanations for this? It has me concened that this bill might be a trojan horse.
