People say that no amount of evidence will be able to convince everyone of the presence of the so called non-human intelligences, if that’s what we are dealing with, as there will always be some suspicion of fakery, but that doesn’t mean disclosure can’t happen to acceptable levels.
In order to have concrete evidence, top scientists and universities should get full access to materials. They will be allowed to study such materials, write papers, compare results. It probably would be exhibitions when the press is allowed to travel to specific places and film the materials themselves, both crafts and bodies, maybe even with practical demonstrations, and it would be shown on TV and online networks. Top representatives, politicians, intelligence agencies directors, DOD specialists, etcetera, would speak in camera about their findings.
There are some elements that would probably not be made public. If they have live specimens, they may chose to keep that private to avoid complains about unethical practices, as it biological experimentations have been conducted over humans beings or other animals, for example to combine known and exotic DNA, if possible. We may not get information, including photograph and pictures, about potential bases under the ground, ocean or in different parts of the solar system, if these exist, as this may compromise their ability to spy on these intelligences. (Non-human intelligences may be unaware they are being spied as well, and some countries may want it to remain that way.)
Also, messages coming from captured entities may no be made public if such messages contain disturbing and unverifiable information. Also, information related to political assassinations related to the topic may not be made public also, to not make themselves liable.
