What if the disclosure is a script given by the NHI to governments

I was just wondering about the idea of a disclosure designed by the NHI.

I mean, let’s suppose other ET civilizations have visited, made contact, and whatever you can imagine to with other primitive civilizations (like us).

In their experience, the best results in long term could have been reached with an slow motion disclosure. Just what we could be living nowadays. This could explain why, given the facts, the disclosure is seen so slow and boring.
