Writing a Speech on Schumer Amendment

I’m giving a speech for my college class on the recent Schumer Amendment in congress right now attempting to declassify UFO documents. It’s going to be a persuasive speech getting people to support this Amendment in congress. I have one argument planned, that there is no reason to go against it, because either the government is hiding ufos or our top officials are all crazy, what other good arguments should I use?
