‘Retrieve data and transport across dimensional/space-time barrier’ I beg your largest pardon?

I was listening to Tucker on the latest JRE and he talked about how Kona Blue has been declassified. How on earth do you get away with talking about a consciousness center and transporting data across dimensional space time barriers and it all still gets approved for review and consideration of funding. AARO i saying they knew about this and considered it a nothing burger because it never got funded? HOW DID this even get typed up is the real question
