Why were fastwalkers and slowwalkers left out as exceptions from disclosure?

Anyone found this weird?

Some hypothesis stipulate that the phenomena are extremely fast moving entities that we can’t see clearly because of the FPS (to keep it simple).

But why did they leave the fast walkers and slow walkers out as exceptions i wonder?

What are these terms? Who investigated them? Why and how and when?
