Are we “the Amazonian tribe” or the “north Korea” of the galaxy?

I was thinking about 2 scenarios, stating that we are not alone and that there are UFOs observing us from a distance(?). Imagine we are part of a bigger system an interconnected advanced galaxy with technology that is unimaginable to us, with resources that would solve most of our problems in days. If this is the case. Why isn’t there clear contact why don’t we have a direct communication whit these creatures.

The Amazonian tribe: we are know to them but they consider us primitive, surrounded by natural beauties we remind them of long past times, they are giving us space and not messing with our culture or development, because of where we are in the solar system for us communication past “our section jungle” is taunting but with their technology they can see us and reach us with relative ease.

The north Korea of the galaxy: we are know to them and we might be closer to them technology wise, but our government deliberately wants to keep us in the dark regarding other cultures, blocking our access to the “net” giving us a washed down version of these technologies, controlling the narrative and making us think how they want us to think. Any external faction trying to make contact and let the people know about the reality outside are treated as a risk to our way of living and are received with extreme violence. The government has communication whit this other “foreigner factions” but they are very clear on letting them know that theor ideas or help are not welcome here.
