Can the congress really force disclosure?


Assuming there is a program, disclosure should be a prerogative of the government. There is an agenda spearheaded by Danny Sheehan and other UFOlogists with a few supporting representatives to use the congress to disclose the alleged program.

Is that possible, however? Here I would like the input of someone who understands US law and procedures. By definition the congress has an oversight role, but usually that is limited to budget oversight and there is no need to know what each spending is about in detail much less make it public.

The other way would be passing a bill. I see many hurdles here as well. First it is hard to legislate about something you don’t know what it is. Even if you know what it is about, it would possibly go against other laws/constitution leading to (1) the government discretion (again) or (2) a long legal battle.
