Col. Nell’s SOL Foundation talk and the implication of catastrophic disclosure…by NHI?

At 23:35, Col. Karl Nell discusses the differences between controlled disclosure via the efforts of the Schumer Amendment and catastrophic disclosure by “an adversary or nonhuman intelligence”. I find it interesting that he says outright the possibility that NHI could create a catastrophic disclosure moment.

As someone with his pedigree, who also helped write the Schumer Amendment, could this be a higher threat narrative that he and others (gang of eight) are aware of and are strategically aiming to circumvent through intel they are privy to?

It was also said that The Amendment, with certain provisions shot down recently, does give the POTUS sole authority over the release of information, regardless of stated 25-year timelines on classified information. Are they also giving the executive branch a chance to completely punt this topic while seemly make it appear as though they are leaning into controlled disclosure of NHI?
