Excuse my ignorance, but how can a handful of House Armed Services Committee members derail an amendment to the NDAA where they are obviously both in the minority of the Committee and the House?

Per my post, this may be plain ignorance but the Armed Services Committee in the House is made up of 50+ members and the House, 435 members strong, ultimately needs to pass this legislation. How can only a handful of folks influence the language of an amendment. Couldn’t the majority of the committee and the House tell them to go fly a kite?
