About 6 months ago, Journalist Ross Coulthart shared the name of a DoD OIG official that may be of help to disclosure and could/should appear in front of congress to testify, that name was Randolph R. Stone. Soon after this reveal, it was discovered that John Greenwald of The Black Vault had FOIA’d documents from 2021 that linked Randolph to the UAP phenomenon and David Grusch through email chains reporting on the OIG’s evaluation of the DoD’s handling of UAP. Stone was even kind enough to reply to a reddit user that reached out to him in August 2023 stating My team and I have met on multiple occasions with the OIG’s Congressional Committees of Jurisdiction, IE the HASC and SASC. During those meetings, we provide detailed updates to our UAP evaluation. Keep the faith, Randy
With that, let’s take a look at the power structure of the Evaluations Component that Randolph Stone works within—then we’ll break down the correspondence these officials had with one another in the FOIA’d documents. Let’s start with a chart!
The DoD OIG’s Evaluations Component, Organizational Chart (link to original doc below)
In this chart, aside from the photos and names I’ve added, you’ll notice three separate questions marks next to the Director of Space, Missile & Nuclear Division, Director of Intelligence and Director of Research & Engineering. These offices report to Rudolph Stone and were responsible for initially interviewing David Grusch on June 12th, 2021. These could potentially be another group of officials/employees that could testify to congress. While researching the OIG I could not find Director or employee information for these subdivisions.

As we see in the Evaluations chart, Randy has to report to the Deputy Inspector General of the Evaluations Component. That person is Michael J. Roark, an intelligence official that’s held positions in the DoD since 2000 and has been the Deputy IG of the EC since April, 2019. He appears in FOIA correspondence, being cc’d to MSM coverage of the UAP secrecy along with stone and a number of redacted individuals.
Stone responds to the linked email, thanking (redacted) for sharing while stating I can tell you much more in person. I will be in the SCIF Monday at 1100.

The article shared between the OIG is one of the first instances of public exposure to Former Director of National Intelligence, John Ratcliffe and his assessment of UAP.

Later that evening on March 25th, 2021 Randy invites a (redacted) individual to a classified EB (Evaluation Briefing) about UAP slated for April 7th, 2021. This is first time we see the mention of a Michael C. Zola, who at the time was the Assistant IG for Legislative Affairs & Communications. Currently, Zola is employed as the Assistant IG of the EPA. Michael Zola and his offices (OLAC) were tasked with informing interested congressional staff members in a prompt manner after the OIG submitted their formal Memo for Evaluation of the DoD’s Actions Regarding the Unidentified Aerial Phenomena on May 3rd. 2021. Michael Roark sends an email outlining this plan on April 7th, right after the OIGs’ classified EB.
OLAC is tasked with briefing interested congressional staffers regarding the OIG’s evaluation memo.
Mr. Stebbins is Steven A. Stebbins, Principal Deputy Inspector General, he took his position in June 2020. Mr. O’Donnell is Sean O’Donnell, Previous DoD IG from April 6, 2020 – December 6, 2022, currently he’s the Inspector General of the EPA (for about 2 years he was employed in both positions simultaneously). Both Michael Zola and Sean O’Donnell currently work together as IG and assistant IG for the EPA.
Let’s go over the chain of command again to keep things clear. Randy Stone reports to Michael Roark, Michael Roark reports to Steven Stebbins and Steven Stebbins reports to Sean O’Donnell.

This tidbit is more speculation than anything else, but it’s possible that the OIG was leaking information to outlets to help promote the idea that stigma surrounding UFO research was beginning to fade and these articles in the emails contain leaked info from their offices. Even if this isn’t the case, it’s fascinating that the heads of the OIG are candidly sending MSM articles about UFOs to one another at the same time they’re preparing an investigation for UAP. At this point on May 3rd, the OIG has released their Evaluation Memo, we’re still over a month out from David Grusch’s interview.
Near the end of the FOIA’d material we begin to see other names pop up that are cc’d to the OIG’s announcement to Evaluate the DoD’s handling of UAP. First is USAF Lieutenant General, Daniel J. Caine. From September. 2019 – September. 2021 he served as the Director of Special Programs, Special Access Programs (SAPs) Central Office in Virginia.

Directly below in the same redacted chain we see the first mentions of Brian T. Howes, Director at the Special Programs Office of the Chief of Naval Operations; As well as Carl “Carlyle” Shelton, Deputy IG of the Marine Corps.

On June 12th, the OIG interviews David Grusch and continues working on their UAP Evaluation of the DoD. So we have the director of SAPs central office, the Assistant IG of the Marine Corps and the Director of Special Programs for the Chief of Naval Operations all being clued in and updated directly from Randy Stone regarding the OIGs plans.
Sean O’Donnell continues to run the OIG until Dec. 2022. Through his departure the OIGs Evaluation is still taking place and an assessment hasn’t been formerly made. On August 15th, 2023 with Robert P. Storch as the newly appointed DoD IG; the office releases a classified assessment and summary of the DoD’s Actions Regarding Unidentified Anomalous Phenomena (DODIG-2023-109). Over a span of almost 2.5 years, the OIG led mostly by Sean O’Donnell and partially by Robert Storch comes to the conclusion that the Under Secretary of Defense for Intelligence & Security, The Secretary of the Army, The Secretary of the Navy, The Secretary of the Air Force and Chairman of the Joint Chiefs of Staff had all failed to properly address the UAP phenomenon in a legitimate manner and that a lack of action steps for addressing UAP could potentially put the U.S military at risk. The OIG believes evidence they obtained was sufficient, competent, and relevant to lead a reasonable person to sustain their findings, conclusions, and recommendations. The DoD OIG also interviewed non-U.S government personnel considered subject matter experts on UAP and national security threats.
In conclusion, All members of the DoDs OIG attached to the offices Evaluation of UAP as well as lead members of the SAPs central offices, Special Programs Office of the Chief of Naval Operations and the IGs office of the Marine Corps should be subpoenaed by both the HOC & SIC, especially the Senate Intelligence Committee as they carry more power and authority within Congress. In the meantime, it’ll be interesting to see what David Grusch has to say in his upcoming Op-Ed!
