Wow. Somehow this is the first time I am hearing this occurred. Naturally, I do not think he was joking. There is a technique where one says something that appears as a joke, but the true intention is to put the thought in people’s head and gage the response. Trump is known for using this tactic (years back he would jokingly say he was running for president or something to that effect). I wonder if that is what Reagan was doing…
