For any lawyers or other people in the know out there, couldn’t a senator or congressperson divulge any info they want when congress is in session without threat of penalty? Does this section of the Constitution enable disclosure?
I’m probably off base, but I thought this clause goes back to prevent some of the grievances that launched the English Civil War.
