What’s the deal with psychic abilities?

You would think NHI and psychic abilities would be two different genres here. However, the intersection of psychic abilities and the UFO community has always intrigued me. Moreover, questions arise regarding the nature of psychic abilities – are they genetically inherited, exclusive to certain individuals similar to the X-Men, or can they be acquired through learning, knowledge, and hard work similar to Dr. Strange? Are psychic abilities innate superpowers or learnable magic? Or is it both? Sorry for being a comic book nerd here.
