“Transparency” indicates people holding information willingly reveal information, on their terms. There is a power structure inferred by using this word.

“Disclosure” indicates everything out.

It all comes down to trust issue. But if compromise is necessary, I think “Transparency” is good enough, but not as good as “Disclosure”.
