The Burchett-Gaetz Amendment does not throw out the Schumer Amendment

As the screenshot of the Burchett-Gaetz amendment clearly shows, the amendment is just adding onto the Schumer Amendment. “At the end of subtitle G of title X, add the following section.” This is not a replacement of the Schumer Amendment, it’s just an addition.
